The Short Answer
StartSteps programs are free for eligible learners because they’re funded by the Bildungsgutschein—a German government education voucher that covers 100% of approved training costs.
This isn’t a loan. You don’t repay it. It’s a public benefit designed to help people develop skills for the modern workforce.
How the Bildungsgutschein Works
The Bildungsgutschein (literally “education voucher”) is issued by the German employment agencies. If you’re approved, it covers the full cost of certified training programs, including StartSteps.
The Agentur für Arbeit issues vouchers for people receiving Arbeitslosengeld I, which is unemployment insurance based on previous employment contributions. The Jobcenter issues vouchers for people receiving Bürgergeld, which is basic income support.
The voucher covers full tuition for approved training programs. In some cases, it also covers additional costs like travel or childcare support.
Who Is Eligible?
Generally, you may qualify if you are registered as unemployed, registered as job-seeking, at risk of losing your job because your contract is ending, or in need of retraining to improve your employment prospects.
Approval isn’t automatic—your advisor reviews your situation and whether the training connects to realistic job opportunities. But people often qualify who assume they won’t. It’s worth having the conversation.
For non-German citizens, many visa holders and residents with work permits can access funding. Your eligibility depends on your specific situation—we can help you figure this out.

What StartSteps Programs Include
The Bildungsgutschein covers programs at StartSteps that are designed to lead to employment.
We offer SAP Finance Consultant, SAP EWM, ServiceNow Systemadministrator, and AWS & Databricks Cloud- & Data Engineering programs.
All programs include five months of full-time, instructor-led training, technical skills plus soft skills development, and career coaching and job matching through TalentStart.
Training is conducted in English and aligned with the German job market.
How to Apply
The process starts with choosing a program. Decide which StartSteps program fits your background and goals.
Next, meet with your advisor. Schedule a meeting at your local Agentur für Arbeit or Jobcenter.
Then make your case. Explain your career goals and why the training will improve your job prospects.
If approved, you receive a voucher that covers the training cost.
